Form section headers in SecurePoll should not use wikitext or html

Description

The messages securepoll-votereligibility-basic and securepoll-votereligibility-lists contain wikicode but they are used as the second parameter to HTMLForm::addHeaderText() which only accepts plain text. The code to make them look bold should not be hard coded anyway. It is best to remove the wikicode ''' so they would look like any other legend element.
