Make it possible to customize UploadWizard locally.
This includes the information collected (e.g., T6647: Allow per-wiki customizable fields on upload form (e.g., for source)) and decisions trees (e.g., if the answer to "is this a photograph?" is yes, then information about where the photo was taken could be requested).

Just to clarify, are you requesting this feature for the web-based Upload Wizard? Commons-App-Android-Upload is for the Commons Android app.
I've had a lot of conversations about this with a lot of different people, and I have to say, my concerns remain unaddressed. UploadWizard is still inextricably tied to the structure of the metadata on Commons, and until we have structured metadata in a less hacky format (see T68108), this probably won't happen.
