With T144952 we learned how intricate (and surely very performant!) caching of i18n messages has become. There seems to be some danger that we may have served old banners (which are retrieved as i18n messages) at times without realizing it. We need some certainty about what users are seeing, to validate tests and ensure changes to FR and other banners are shown in a timely manner.
