Explore becomes "Find Programs" (maybe not for WikiEd, but the interface will be the same)

Use the existing Rails views to create the list of campaigns above the list of programs. Again, only active campaigns will be shown. The "active programs" should only include the unaffiliated programs -- for campaign programs, the user will go through the campaign page.

Don't do the archiving part yet.
