Steps to reproduce

Go to https://phabricator.wikimedia.org/file/query/all/

and click on any file like for example https://phabricator.wikimedia.org/F4637566

Actual results

It shows the policy No One.

Expected results

I expected a policy that shows the policy that cannot edit the file but is pulibcly visable.
