Presumably this code would live in the Quiz extension?

Yes

Although at present time, this is not terribly useful, because VE is only enabled on a few wikiversities where Quiz is also enabled.

I brought it up on en wikiversity here: https://en.wikiversity.org/wiki/Wikiversity:Colloquium#Wikiversity_as_Virtual_University and there were a few people that supported the idea of enabling VE there, but I suppose I should do a more formal RFC to see if it's something they want?

Would this be suitable for GSoC or Outreachy? We are currently recruiting projects and mentors for May-Aug 2017. @Mvolz: would you be interested in mentoring? Please add a Outreach-Programs-Projects tag to the projects you can mentor, and add yourself as a mentor in the description. Thanks!

Since VE isn't even enabled on wikiversity yet, this is not suitable for this round as it wouldn't actually be used by anyone :).

@Mvolz hello! would you be interested in mentoring this project for Google-Summer-of-Code (2018) or Outreachy (Round-16)? We have just started recruiting projects > https://www.mediawiki.org/wiki/Google_Summer_of_Code/2018. Now, that it looks like VE is enabled on Wikiversity, correct me if I am wrong :)

Removing the Possible-Tech-Projects tag as we are planning to kill it soon! This project does not seem to fit in the Outreach-Programs-Projects category in its current state, so I am not adding that tag right now!
