Snapshot service should use geoshapes service internally

Description

Kartotherian snapshot service uses external http request to get all external data. Instead, the ExternalData URL should be parsed and used via some loopback mechanism.

We haven't seen this as a load problem, it would add complexity, and it would bypass the varnish caching layers which is a potential performance issue. If anything feels strongly that this is a good idea they can re-open and rediscuss.
