Open since 2008 - is there any work in progress on this thing here? Or any reasons against unifying the four special pages and exposing the requestedNamespace, so that the user can choose a namespace?

This patch adds a namespace parameter to Special:UncategorizedPages and removes the categories and templates page. I'm not sure if we can remove Special:UncategoriedImages, too. The only difference I see is the gallery format of the latter.

Sure, if you manage to keep the gallery format (currently done by extending ImageQueryPage ). In fact it already contains a TODO asking this.
@Harmageddon: Would you fancy reworking your patch in Gerrit so it can get merged, or is time unfortunately limited?
@Aklapper: Unfortunately, there is still an unresolved issue regarding this patch (see discussion on Gerrit). If someone comes up with a good proposal, I'd be happy to finish this.
