Global IP Block Exemptions aren't honored on en.wikipedia

Description

The global-ipblock-exempt global group on meta. allows to apply IP exemption permission to every Wikimedia project, instead to need to require individually on each wiki the right.

@Mbrt requested that and has been added to the global group:

03:19, 9 September 2016 Hoo man (talk | contribs) changed global group membership for User:Murbaut from (none) to global-ipblock-exempt (Per request (Special:Diff/15890815#Global_IP_block_exempt_for_Murbaut/ otrs:9412575))

But when trying an edit on en.wikipedia, it got the following message:

Your ip has open proxy and blocked range from 8.37.225.0/24 expiry at 02:07, 2017 March 21

It seems the global IP block exemption right didn't in this case supersede the blocked range.

Unfortunately this report lacks some information. If you have time and can still reproduce the problem, please add a more complete description to this report. Ideally, exact and clear steps to reproduce should allow any other person to follow these steps (without having to interpret those steps) and see the same results. Problems that others can reliably reproduce can get fixed faster. Thanks!

@Aklapper I don't edit at enwiki, there was show " your ip has open proxy and blocked range from 8.37.225.0/24 expiry at 02:07, 2017 March 21.

@Mbrt: I do not see any software bug here. From what you wrote, English Wikipedia administrators probably set a block for a certain IP range.
Please explain what exactly is the software bug that you see and what you expected instead. As written before, in the future, please always follow the instructions in https://mediawiki.org/wiki/How_to_report_a_bug : Steps to reproduce; expected outcome; actual outcome.

@Aklapper So there is an issue, because the GlobalBlocking extension allows some contributors to use blocked IP ranges. Blocked ranges tend to be used on Wikimedia sites to avoid vandalism exploiting open proxies and sometimes touch legit users. Exempts then allows to whitelist accounts.

Global IP block exempts doesn't exempt you from local blocks on all wikis; rather it exempts you from actual "global blocks". In this case, 8.37.225.0/24 is locally blocked on English Wikipedia so even if you have a global block exempt right, it doesn't let you bypass the local block.

This is how it has been working for a long time and is also explained on that page linked in the task's description.
