MWExceptionRenderer doesn't declare the UI language and direction. It doesn't declare any lang or dir attributes on the whole page, so it assumes that everything is English and LTR. It does declare ltr direction on the error message, which is good, but not on the parts that show localized error messages, and messages like dberr-problems are shown in the incorrect direction if they are in an RTL language.
