Set up easier nominee submission system to process

Description

Make sure that it is easier to submit nominees in the right format (url, file name, author, country).

Possible solution
Make this happen via Montage.

Good question. It might be integrated, but not necessarily. Contrary to the rest of the dashboard, this is not an ongoing process - the organizer only can (and should) do it once. At the same time, including it may be an incentive to look at it at least once.

I'd say lets keep it separate for now. But overlap/inclusion may occur.

yup. makes sense. The other thing that came to my mind is that this may be a functionality that Montage can potentially offer. We don't want Montage to suffer from feature-creep, but it's something worth discussing with that team. The jury coordinator should get the report from Montage and send it to us, why not allowing them to submit it via Montage?

One of the reasons not to do that, is that I value a manual check of the results (and validation by including a jury member etc). The validation should not be necessary if it uses the output from the montage first round.

But there may be better ways of forcing the organizers to do that in a montage/dashboard context. I think the following scenarios should be considered/prohibited:

  • The submission does not represent the outcome of the jury process (current solution: a jury member is in cc)
  • Someone unauthorized makes the submission
  • An error is made in the submission, and needs to be corrected.
  • One or more of the to-be-nominees is invalidated for formal reasons and has to be replaced by no. 11
  • Something weird happened for the url's not to represent the images any longer (this would actually be solved by integrating it with a ledger)
  • Formal criteria have to be checked for the 10 images (this would probably be easier through Montage or Dashboard)

(I may forget a few scenarios)

I think most of these would be possible to tackle. There is no fundamental reason not to let the nominees feed into Montage, as long as nominating can also happen without using Montage as jury tool on a national level.

@Slaporte @Yarl can you review this task and let us know if this is something that should be done in Montage? (Jean-Fred and I just reviewed it and we think this naturally fits Montage's workflow, we're also wondering if this is a Wikimedia Hackathon task that we should describe better and encourage someone to contribute to?)
