fundraising_code_update deploys the following code tree to non-payments servers, including civicrm, payments-listeners, and samarium:

I doubt we have any use for this now that activemq is gone, but I'm not sure whether simply removing it from servers will break things. So step 1 is to get fr-tech to sign off on having removed any code dependencies.
