Description

Two specific issues:

How should the Beta Feature (if it should exist) and preference work for wikis where user talk is Flow by default.
Any medium-term changes to how the preference works on wikis where user talk is default-wikitext.

Follow up to T147241: Turn off Flow Beta Feature on wikis with Flow on user talk by default.

In general, if a feature is going to be on-by-default for any class of user then Beta Features isn't quite right (for that wiki). I'd recommend *for default wikis* moving the preference to a smaller-scale "normal" preference, in the "User profile" (zeroth) section.
