Create Herald rule to capture straggler TPG tasks that didn't make it to the backlog

Description

Sometimes a task is created on a component project/tag (TPG-Essential-Functions ) but not added to the unified backlog (Team-Practices ). Since the team only looks at the backlog and workboard (Team-Practices (This-Week) ), a task can get lost. This Herald would catch those tasks and auto-tag them with the backlog.

Thanks @Aklapper . Wasn't sure if it was worth populating that board if we were going to take care of it ourselves. Good to know. :)

Projects also exist to look up why and when something was done, in hindsight. :)

Tested by adding TPG-Essential-Functions without Team-Practices (This-Week) or Team-Practices and Team-Practices was added automatically. Also tested by adding Team-Practices (This-Week) with nothing else, and the task was not forcibly put back into the backlog.
