The Special Requirements field could be improved by some changes that make it less confusing for users:

• Removing it entirely if there are no special requirements for a partner
• The default message ('requirements will be listed here') doesn't need to display if there are none
• The title can be removed or made smaller; it draws your eye because it's the only section with a title.

And Terms of Use should be the bottom field.
