Use {{citeweb}} instead of {{cite news}} if citoid can't retrieve a date

Description

In some case citoid create a {{cite news}} template for pages that does not look as news.
example : http://www.aeworldwide.de/en/vor-ort/ generates

{{Cite news|url=http://www.aeworldwide.de/en/vor-ort/|title=Locally|newspaper=academic experience Worldwide e.V.|language=en-US|access-date=2016-11-21}}

Especially, there is no publication date neither on this template, nor on the web page. This can't be qualified as "news".

This may not be a problem on english Wikipedia, but it is on french Wikipedia as {{cite news}} translate into {{article}} which has a mandatory date parameter, shows an "error" message on the page, and add maintenance tasks for French wikipedians. If it was a {{cite web}} type template, it would translate to a {{lien web}} template on French Wikipedia, which does not have mandatory date and is designed for this kind of web pages.

Marking some of those at https://fr.wikipedia.org/wiki/MediaWiki:Citoid-template-type-map.json as "citeweb" would fix the problem. But I don't know which one would be the right one and if the change will affect to any other sites than aeworldwide.de.

On the fiwiki had similar problems, so I changed "journalArticle", "magazineArticle" and "newspaperArticle" from "journal template" to "cite web template". I had to make those changes because for some reason a few popular web sites stopped giving results inside cite web.

Yeah, this change is in the hands of frwiki sysops like yourself, @Zebulon84 — you can map to different templates if you want. Is that enough for you?
