No korma data updates for last two weeks

http://korma.wmflabs.org/browser/data_sources.html states that Source Code Review has not been updated since 2016-11-10; same for https://github.com/Bitergia/mediawiki-identities/

Setting "Unbreak now" priority as this blocks me from sending reminders to developers to please review patches of new contributors in a timely manner.

(There's the small chance that I misinterpret and nothing has happened at all in SCR for the last two weeks but I consider that rather unlikely.)

Same as T149984 earlier.

@Lcanasdiaz: Owlbot made an update today and http://korma.wmflabs.org/browser/code_contrib_new_gone.html shows updated data (yay, thanks), but as this already happened in T132907 I'd love to know if something got fixed in the code base or not?

Legacy version of the dashboard stopped running and left a .pid file, so the next execution was not able to start. One of our devops found the file, remove it and executed again.
