Remove redundant "User" prefix from "User blog" namespace in BlogPage

Description

A blog is already understood to be created by a user and can be understood by itself, thus the "User" prefix isn't very necessary.

NS_BLOG is back to Blog again in /var/www/core/LocalSettings_ext.php. I've also tweaked Brickipedia's local MediaWiki:NewBlog.js accordingly since we currently don't have BlogPage enabled on Brickipedia despite the Blog namespace existing.

The reason we had this the way it was was to keep consistency with Wikia. Not sure if we're worried on doing that anymore although it does keep things familiar for new users.
