Currently 1% of users are being tracked and the Kartographer usage is so low that we don't get enough events.
We'd like to increase the user sampling rate to 5% or 10% while the Kartographer usage is low.

Note: the values above do not represent Kartographer usage, a sampling per event is also applied. I put it there as an indication of the number of events saved everyday in the database. By increasing from 1% to 10% of users tracked, we should receive about 10 times more events.
