As we expand the cluster and added the depool/repool script to RESTBase deploy process, deploys take ages to complete now. We need to speed it up a bit by doing some parallelising. I think we still have to deploy eqiad in a rolling manner - one instance at a time, but we can speed up codfw. Options:

• Deploy codfw in parallel with eqiad
• Deploy codfw nodes in parallel, like 50% of the nodes at a time
