Flow: usability of flow-timestamp-user-formatted label

Description

As @Trizek-WMF noticed - the timestamp directly underneath a topic title changes whenever a topic title, a topic summary, or a comment is modified. Since the timestamp is placed beside the number of comments made on the topic, e.g.
One comment • 10 minutes ago, it may be confusing for users to see the updated timestamp, but the comments's timestamp haven't been updated for months.

  1. Make a new comment or edit the existing comment, and the timestamp will change to reflect your changes.
  1. Make some changes to a topic title or a topic summary, the timestamp will change again reflecting the updated time of edits.

The screenshot shows a comment that was just updated a minute ago(both timestamp show the same info), and a topic that was modified few seconds ago (flow-timestamp-user-formatted shows it) but the comment's timestamp is of three months old.
