We need to separate fact from fiction for Neutron and our current model. This means getting a Neutron install to some baseline configuration we can reason about improving.

We have neutron deployed initially but not functioning as a control plane for anything yet. The first part of this has been working through the keystone/ldap/neutron integration since the model is so radically different and requires it's own service account and permissions.
