restbase-test100[13] lost power redundancy

Description

When Chris was connecting up everything for these restbase-tests hosts, he noticed no power on one of the two psus for each of the hosts restbase-test100[13].

This task will track the recovery of those power supplies. Their loss of redundancy doesn't block use of the test machines.

@RobH @fgiunchedi Both of the servers on running on one PSU. Both are very much out of warranty. Is there any action to take here?

Are there any pending decom hosts unracked that have the same power supplies so we can steal them?

Today, I used a known good psu from a decom'd R720XD. Once plugged in the PSU tripped the circuit on the phase. This is what happened originally.
There is something wrong with these servers and we should let this be.
