Use NWE to show source of an edit protected page

Description

When you try to edit a page you're not allowed to edit, the source code is shown in OWE, even if you have NWE enabled. For consistency it would be nice to have it shown in NWE, too.

Of course, the surface must be read-only, and all tools should be disabled, except perhaps the Find tool (which should only have the replace option disabled).

Why? Wouldn't that be an inconsistency with visual editing?

IMHO visual mode shouldn't allow you to edit a protected page, too, but to open a protected page in VE you currently have to enter the URL manually, so this isn't much of a problem. But if there is a direct link in the interface, users will click on it without reading its label, make changes to the page and complain when they can't save, so I think it's better to prevent editing of protected pages like OWE does.
