Update active editor metrics to use consensus definition

Now that we've developed a consensus definition for active editors (T151507), Erik has agreed to update Wikistats to reflect the new definition.

@Nuria "active editors" does show up on the Research:Standard_metrics page but not in the way meant here. The "active editors" there are all in the rolling metrics which are different. And we won't migrate the rolling metrics anyway. So no updates necessary. But thank you for the ping, this is good to know. @ezachte should we use this new definition historically? Or just from this month forward?

The one update I could apply is allowing redirects be included in edit counts.
I was wondering today, does it change anything that we need the internationalized tags for #redirect anyway (to keep redirects out of article counts)?
Unless I'm totally confused, we decided to counts edits to redirect pages purely for pragmatic reasons, but as we need that detection anyway for page counts, does that change anything?

@Millimetric I'm not sure but I believe we said any change in the definition will always be reapplied to earlier months if feasible, right?

Sorry, I had forgotten, that makes sense, I will try to remember going forward.

Since @ezachte has left the WMF and we're not making further investments in Wikistats 1, I think it's safe to decline this.
