Ability to create n card types. This is useful for tracking different types of work (eg a defect vs new feature vs a task associated with a new feature vs an iteration vs a release vs ?!? etc).

I created this task during the Phabricator RfC based on some vague requests. We need to have specific requirements in order to make this task actionable. Otherwise let's just close it as Invalid.
