Should "view subscribers" be part of "manage" in the Newsletter extension?

Description

The Newsletter extension now allows admins to subscribe and unsubscribe users through a specific interface at Special:Newsletter/n/subscribers

The "manage" interface already allows owners to add/remove publishers. Should the textarea for adding/removing subscribers be also in the page, visible only to administrators?

From a UI point of view it is a simpler solution, and more consistent. One page instead of two, and it is related to "manage" a newsletter. However, is it technically possible to embed a section visible only to admins?

@Reedy: Since we do not want usual publishers to see this form, I presume we might need multiple forms on the same page ? Previously there was some problem handling in multiple forms on same special page (I think I reported something before). Do you think that would happen here ? In total, we want to determine its feasability before publishing in for GCI!

@01tonythomas What? Why do you do "not want usual publishers to see this form"? The conditions I coded for the subscribers form are the same as those that let you manage a newsletter to begin with.

However, merging in subscribers to the manage page would break consistency between view and edit by making the edit page allow information to be edited that isn't shown in the view page.

Too many questions for a improvement that is not even a clear improvement. Let's decline this task and reopen if real users complain in the future.
