Make role::labs::mediawiki_vagrant work on Debian Jessie host systems

Description

The MediaWiki-Vagrant role for Labs instances is fairly popular. Currently it only works on Trusty instances. This is inconvenient as Jessie is the default instance type and as far as I understand it the Operations team would like to phase out Ubuntu instances generally.

I started on this over a year ago and then wandered off without completing the work needed. Now that work is underway to migrate the VM OS for MediaWiki-Vagrant from Trusty to Jessie (T154294) it seems like a good time to also fix the role so that it works on a Jessie host OS.
