According to the results of T39314, we don't have Russian fallback anymore. But Commons still falls back to Russian resulting in pages sometimes containing text in three languages at once. The same is for some templates - all of them should be either in Ukrainian, or in English, if the /uk translation is unavailable.

In the task mentioned above I was told that we should wait for some more time for the cache to expire, or I could null edit the pages to purge them, so the content should update this way. But so far nothing has changed, and it's already over a month since the previous ticket had been solved. Besides, purging a page doesn't make any difference. It just doesn't work. So I think that the issue might be somewhat deeper.

Can you please define the root of the problem and solve it?
