At T145677 the issue of move-over-redirect deletions from non-admins showing up was fixed by labelling administrators as such. However this doesn't seem to be working correctly, with many administrators not being correctly labelled as admins. On this query the tool shows 455 current admins, linking to a list that evidently has over 1000, and many admins don't have the admin group label in the table.

So, answer to this question is thus: there was no "continue" logic for the API query that generated the list of administrators. We would stop after just one query.
This isn't something that will be fixed in the current iteration of xtools, however; we will implement it in the rewrite.
