Are you an administrator on Wikipedia? This can be done through Special:Interwiki by whichever group that has the interwiki rights permission, such as the sysop group.

Nah, MediaWiki-extensions-Interwiki is only related to the Interwiki extension itself, such as bugs (so not related to on-wiki things e.g new interwiki prefix requests). ( MediaWiki-Interwiki is also related to the database and caching of interwiki in the core software, so not for on-wiki issues either.)
