Where is this text supposed to be published? What is the purpose, audience?

On Meta.

This task is a reaction to comments on the Community Wishlist session at
the Dev Summit. A lot of people seem to care about translatability and
outreach. If they want to comment, suggest or offer criticism, knowing what
we've done and why is probably helpful, both now and in the future.
