I registered a test account on fa.wp on Safari. Clicking on "Edit" gave me the visual editor but I wasn't asked about future choices (no popup appeared). Went to pl.wp, same thing.

The opposite problem seems to be reported at T154134: "Start editing" splashscreen can be shown dozens of times in a row on a wiki.

Is this still happening? From my testing last week it seemed to be working for me.
Note that we set a cookie for IP editors on showing the welcome dialog, so if your computer was used to make an IP edit on the wiki and you dismissed it (and the cookie hasn't since expired) we don't show the welcome dialog to a new account…
