Today, lot's of relevant communication goes on between e.g. me and the GLAM institution that goes into my mailbox (at worst) or at best get sent to e.g. John, but not all team members that can actually need to act upon it. To document important info so everyone that might need to know it within WMSE we might use a 'space' to get them into phabricator.
