This was raised originally in T154057: Problem with marking mention notifications as read when visiting the originating page

When getting multiple mention notifications from the same page/section, the notifications arrive separately and are not bundled. If they are all related to the same section, though, they just look the exact same, like here:

We should consider bundling these notifications.
