Creating an article with the title of a deleted one doesn't add the edit notice

Description

In old wikitext editor, when I go to a page which was previously deleted e.g. Communists for Kerry, I see a big red notice at the top of the page which says "this page was deleted previously" and then includes previous log entries related to the page.

This notice is missing in WE2017 and VE. I would expect it to pop up in the same place as the other page notices.
