Herald Rules -> Phabricator tag.

Hi,

This is similar to T141712 and T140605. The old rules can be deleted or reused.

This time it's simpler, however: We need all "Language-2017 Sprint *" tags to auto-add Language-team January-March 2017. Thanks.

For future reference; keeping such tasks up for grabs (unassigned) allows people (as I'm not the only person here) to work on them.

Just a suggestion, but maybe you should consider using milestones instead of standalone projects? It would eliminate a lot of herald / tag maintenance.
