This came up in a discussion with @Yamaha5 on Persian Wikipedia. Yamaha thought that the "invert selection" checkbox should apply both to the choice of namespace and the choice of tags. I clarified that it only applies to the namespace, but I think he has a point: we should allow inverting the choice of tags too.

A specific use case is Persian Wikipedia itself. Because the edit frequency is not as high as wikis like EN WP, many users use Recentchanges for patrolling purposes. But when a user uses tools like AutoWikiBrowser, they can suddenly add tons of edits to the Recentchanges lists. You can identify these using the tag filter; but for the patrollers, it is actually the inverse (all edits *but* those using AWB) that is useful.

This task would require:

• Adding a checkbox to invert the tag selection
• Renaming the label of the existing checkbox to clarify it inverts the namespace selection
