Enable the allocation of flag:

*Importatori transwiki

  • should be added from this groups by administrators.
  • should be removed from this groups by Bureaucrat.

Accountcreator is fine, but importer can do great damage and requires a local policy outlining the purpose and process for the flag. Commenting more locally. As for transwiki import, it would be enough to write somewhere what you need it for; note that it's pratically never needed for copyright purposes, see https://meta.wikimedia.org/wiki/Terms_of_use#7c

So for the moment I suspend the request for the flag import transwiki (which will be done later on when we have a policy on importers) for now let's move on with the Accountcreator

Well one task, one purpose is better as the two requests will know a different workflow. I moved the account creator part to T158062.
