Implementation of the special page

It should be possible to view all defined user groups and their associated user permissions (i.e. the contents of $wgGroupPermissions). I believe there is nothing secret in this definition.

Implementation v2

Patch reviewed and a bit modified:

Use XML functions
Sort rights by alphabet
Link rights to individuel help pages
Update maintenance scripts
Table design prettified
