Comment box for sighting edits is unnecessary

Description:
The process of sighting edits does not merit comment. Therefore, the comment box should be removed so that the whole process is more streamlined. See also Eriks Email from 2/9/08 for this. Essentially there are two possibilities:

i) Don't show the comment box for editors. Then, reviewers would have a comment box for sighting versions. That's not really neat, but OK, since they will be experienced users.

ii) Don't show the comment box if all selected flags are <= sighting-level. Thus, editors would never see the comment box and reviewers would see it dependend on which flags they selected. This would be really neat :-)

As for the layout, this should be adjusted if the second option is chosen in the way that the "submit"-button should be moved to the right of the pull down menus and the comment box should stay where it is, thus simply appearing or disappearing depending on the selection without changing the rest.
