banner_screenshot is a cron based tool that's supposed to run on samarium (frdata.wikimedia.org) and take screenshots of various views of various banner campaigns, and store them for posterity.
It appears to have left a lockfile behind on 11/14/2016 and no banners have been collected since that date. I just removed the lockfile.
This raises the question--is there any reason to continue supporting this? Does anyone use it?

We've reviewed this a few times, and I believe this is what we know:
Consensus among fr-tech devs has been to continue the service so far, because it's our only "reliable" historical record. We can discuss again, I'll take it out of "unscheduled" since there's a deadline.
I'm personally ambivalent about it, but if we continue to run, then we should provide the support to make it actually work...
