Investigate ID numbers of monuments in Ireland

Description

There's an official list of National Monuments in Ireland, which can be downloaded from http://www.heritageireland.ie/en/info/aboutus/nationalmonuments/

It uses numbering in a slightly different way than the Wikipedia lists (like https://en.wikipedia.org/wiki/List_of_National_Monuments_in_County_Galway). The WLM lists use non-unique numbers, resulting in e.g. multiple monuments in the above-mentioned list using the ID 42, whereas in the xls file they have unique identifiers like 42.01, 42.02 and so on.

According to https://en.wikipedia.org/wiki/Template:NMI_list_item, the Wikipedia lists are based on an official List of National Monuments, but the link is dead, so we can't see how they're numbered there.

There's no WD property for a National Monument in Ireland identifier yet, and it doesn't make sense to create it if the values are not unique... If the xls file is used as a source for the numbering, rather than the WLM lists, then it makes sense. But in this case, the best way to act could be to correct the Wikipedia lists first, and let it seep down to the database.
