Description

We should consider some lightweight ways to mitigate abuse of the library bundle.

One method might be to generate reports on users who are accessing bundle resources at a considerably higher rate than their activity on-wiki.

EZproxy offers some nice abuse mitigation measures, so that's just down to configuration.
