SleaY has that problem on Firefox, and I've reproduced it on Chromium 55 running on Ubuntu 16.04. It seems that, at the end, the small version is the only possible one.

If in the step 4, you click in the editing area, it will expand again (no vertical scrollbar).
The steps (reproducible in betalabs) could be as follows:
- Have more than 6 lines of text in Board description.
- Click 'Edit description' - if the wikitext editor is preferred editor, it opens in full view (no vertical scroll bar)
- Switch to VE - full view is presented.
- Switch back to the wikitext editor - the editing area will be smaller and has a vertical scrollbar
If in the step 4, you click in the editing area, it will expand again (no vertical scrollbar).
