Following the procedure to update the puppet facts on the puppet compiler hosts as in https://wikitech.wikimedia.org/wiki/Nova_Resource:Puppet3-diffs/Documentation we end up with stale facts because we override all of them and the puppetmaster from which we're copying them might have stale facts for hosts other datacenters.
We should ensure that we sync always the newer version of any file only.
