[Bug] Link preview cards that have been saved/cached not showing content when offline

User story
As a user who is about to go offline, I expect articles that I've navigated from in the same article tab history to still be viewable once I'm offline, including the link preview card content.

Steps to reproduce

  1. Open an article (eg., Denmark)
  2. Tap on a link in the article to view the article preview card (eg., Scandinavia)
  3. Tap to 'Read article'
  4. Tap back to return to the original article
  5. Go offline
  6. Tap on the same link as step 2 to view the same article preview card

Expected

Article preview card should be show content (first 4-5 lines of the article, plus any images).
Tapping on 'Read article' will show the article (which was previously cached).

Actual

Article preview card shows continuous circular loading indicator. This misleads the user to think that the article is not available, but the article is actually cached and is shown if the user were to tap 'Read article'.

Event Timeline

I believe this should be working correctly for non-redirect, non-MediaWiki links that are tapped. If not, I believe this is dup of T149991.
