Deal with chargeback reversals

Description

At least one of our processors sends us notifications when a chargeback has been reversed. We don't do anything with those yet (in fact, we send failmail to prod ourselves to deal with them).

We should probably send a message to the refund queue with type chargeback-reversal, and deal with it in the RefundQueueConsumer.
