I encountered this while manually resolving an edit conflict, after first trying to add a comment to a talk page in VisualEditor's wikitext mode.

EditPage's determination of whether you've entered anything in the edit summary is based on whether the text now is different from the text when it started.

For edit conflicts, this is always going to be broken. :-(
