Rules have been designed (see property proposal s discussion page) and basic support had been implemented. Implementation of full support (I.e. adapting output based on pre-existing data for other years) should be broken out as a separate task.
It would also be good to copy relevant sections of the property proposal page to the discussion page for the created property.
